The Quality of apprenticeships and skills training inquiry

Education Select Committee

Submissions by 5th January 2018

The Committee is looking at whether employers, learners and tax payers are getting value from the time and money invested in training and whether more needs to be done to detect poor-quality provision. In doing so they are interested in receiving submissions on a range of issues including the quality of provision and how this varies by sector, level, region and learner outcomes. Among the other issues under consideration are the roles of Ofsted and the Skills Funding Agency and the quality of training received by the socially disadvantaged and the barriers to them receiving this training.

Sustainability and Transformation Partnerships inquiry

Restarted again after the general election, the Health Committee has resumed its inquiry into Sustainability and Transformation Plans (STP - now Partnerships). In each STP area local NHS organisations and councils have drawn up proposals to improve health and care. The Committee is looking at a range of issues including how effective STPs have been in joining-up health and social care and engaging parts of the system outside of the acute healthcare sector, for example primary care, local authorities, mental health, public health and the voluntary sector. They are also interested in how they are engaging local communities and their representatives.

Among other things they will be considering the reliability of the Partnerships Progress Dashboard and what it says about the state of the plans and partnerships that underpin them, the deliverability of the plans given financial and workforce pressures, governance and management arrangements and what legislative, policy and other barriers exist to effective STPs and Accountable Care Systems.

Funding for supported housing - two consultations

The Departments for Communities and Local Government, and for Work and Pensions

These consultation are seeking views on the government’s proposals for a flexible funding approach for the supported housing sector. The two consultations cover the housing costs for sheltered and extra care accommodation, and housing costs for short-term supported accommodation.

Knowledge and skills statement for social work supervisors in adult social care

Consultation closes 26th January 2018

This consultation is looking for views on the Knowledge and Skills Statement (KSS) for Adult Social Workers to make sure that it covers the key skills and knowledge at the right levels needed to support high quality, reflective social work practice. The consultation is also seeking views on the relationship between the KSS and the Professional Capabilities Framework (PCF), and the proposed assessment and accreditation requirements of supervisors.

Government’s Industrial Strategy and impact on UK productivity

Business, Energy and Industrial Strategy Select Committee

Submissions by 26th January 2018

The Committee has launched an inquiry into the role of sector deals in the Government’s Industrial Strategy and the impact they will have on the UK’s weak productivity.

Initially focusing on off-shore wind, construction, retail and hospitality the Committee “will be asking whether the Government’s approach will be able to raise productivity across industry and across the country”. Among the issues the Committee is interested in is “the best role for local decision-making in supporting sector deals and grand challenges”.

Future of community rail strategy

The Department of Transport is looking for views to inform future policies to be considered in the next community rail strategy. In particular they are consulting on how community rail can: improve their journeys; improve the accessibility of the rail network; achieve better integrated communities;  increase employment opportunities; use local resources effectively; and improve the way the network is run.

Transforming children and young people’s mental health provision: a green paper

This green paper sets out the Government’s ambition that children and young people who need help for their mental health are able to get it when they need it. The green paper’s focus is on earlier intervention and prevention especially in schools and colleges. The proposals include:

  • creating a new mental health workforce of community-based mental health support teams
  • every school and college will be encouraged to appoint a designated lead for mental health
  • a new four-week waiting time for NHS children and young people’s mental health services to be piloted in some areas

Tackling the hidden economy: public sector licensing

HM Revenue & Customs

This consultation proposes “conditionality” measures to tackle the hidden economy. This would  make compliance with certain tax obligations a condition of holding some licences, and introduce checks on applicants’s tax-registration status as part of licensing processes.

The consultation suggests licensing regimes which could be suitable for changes to introduce conditionality. It seeks feedback on their suitability for the proposed changes, and outlines ways that tax registration checks could be administered and enforced.

The sectors for consideration in the consultation are: private security, taxi and private hire vehicles, waste management, houses in multiple occupation and selective licensing in the private rental sector, scrap metal, and retail and trade
